    Software gives you tools and leaves the building to you. An agency runs campaigns but usually does not own your systems. A partner builds the systems, hands them over documented, and stays accountable for them. Pick based on who you want holding the outcome.

    Buy software alone if you have the internal capability and appetite to configure and maintain it.

    Choose a partner when you want the systems built correctly once and owned by someone whose job it is, rather than assembled in the gaps of yours.

    Three different things being sold

    Software vendors sell capability and support their product. Agencies sell activity — campaigns, creative, media — and are measured on that activity. Implementation partners sell a working system inside your business and are measured on whether it runs. These are genuinely different purchases and comparing them on price alone is meaningless.

    • Software: lowest cost, highest internal effort, you own the outcome
    • Agency: good for demand generation, rarely owns your internal systems
    • Partner: builds and hands over the systems, stays accountable afterwards

    The question that separates them

    Ask what happens in month four when something breaks. A software vendor points at documentation. An agency points at the software vendor. A partner picks it up. If nobody in your arrangement picks it up, the arrangement has a hole in it.

    What to demand from any of them

    You should own your data, your phone numbers, and your customer records regardless of who you engage. Systems built on accounts you do not control are a hostage situation dressed up as a service.

    Combinations are normal

    Plenty of operators use software for the platform, a partner for the build, and an agency for paid media. That is a sensible split as long as one of them is unambiguously accountable for the response path.

    • An agency running campaigns into a follow-up process nobody owns
    • Three suppliers who each believe the handoff belongs to another

    Signals to look for in your own operation

    • You cannot name who is accountable when a lead is lost
    • Your phone numbers or ad accounts are registered to a supplier
    • Reporting comes from the supplier being measured by it
